Government is a body of people who make decisions for another (usually larger) group of people. Government creates the rules which guide legal systems, organises services (which services depend on the type of government).

Government is authoritarian to some extent.

The opposite of government is liberalism, which can range from anarchy to laissez-faire economic systems.
