Climate skeptics are those who are not convinced about the scientific basis of climate change. That's as opposed to climate deniers, who don't give a rats arse about the scientific basis of climate change, but and just argue that it isn't happening, can't be happening, or doesn't matter.
Climate skeptics generally accept the bases of the global warming hypothesis - that heat can be trapped by greenhouse gas in the earth's atmosphere, and that increasing those gasses would theoretically increase the average temperature of the earth. Skeptics argue that there is little certainty that this is happening, what he true value of climate sensitivity is, or what the effects of such change will be.
